SFERA – STRUCTURAL FUNDS FOR EUROPEAN REGIONAL ADVANCEMENT Description:
The major objective of SFERA is to support Member States and Regions for the utilization of Structural Funds (SF) by identifying new opportunities for sustainable growth by means of ICT R&D investments, particularly in the development of satellite and hybrid based broadband networks. SFERA is a Support Action (CSA) intended to study the current situation of European regions affected by the new EC Recommendation on how to use the SF. After studying these regions’ situation SFERA would make recommendations on usage cases, considering the plurality of scenarios Regions throughout Europe. SFERA will center its efforts in the optimization of satellite and hybrid based broadband solutions, likely two pillars: aggregation of demand and efficient interconnection with terrestrial networks. A significant part of these underserved regions can be covered in the next few years if hybrid solutions made of terrestrial (fixed and wireless/cellular) systems and satellite-based technologies are deployed at a wide scale, and - if the demand is properly aggregated - to make it more visible and concrete for investors.

History
ICT TRAIN
The transfer of ICT acquis information from 4 different EU ICT industry associations with different experiences to Bulgarian, Romanian, Turkish and Croatian ICT industry associations. Beneficiary business representative organizations (BROs) will have further familiarisation with EU acquis of which their member companies are or will be responsible. The uttermost importance will be given to strengthening the understanding, implementation and enforcement of ICT sector relevant acquis communautaire.
Strengthening the management capacity of beneficiary ICT organisations in order to enable them better representing the interests of their members and use the accession process to improve the situation of ICT companies in their countries.
SEE INNOVATION
To provide training on opportunities offered by the European Union FP6, in particular the IST and related programmes, for innovative ICT SMEs having the potential and the interest to participate in RTD-related activities; support those ICT SMEs in shaping competitive technological offers to be of interest to the future project consortia that will address the calls of IST and related programmes; facilitate networking between SMEs in the SEE to pursue joint research collaboration also between SMEs and EU organisations, to get them involved in joint project activities.
PROMOTION OF THE BULGARIAN SOFTWARE INDUSTRY
Objectives: to raise the international competitiveness of the Bulgarian software industry (Productivity + Quality + Innovation); to promote cooperation between the Bulgarian and German software industry; to support Bulgarian partners in developing and implementing innovative services for SMEs; to support the Bulgarian partners in EU market integration.
EUROPEAN IST
Objectives: enhancing participation of research organizations from Associated Candidate Countries (ACC) & maximize the number of proposal submitted in the Sixth Framework Programme (FP6) and IST thematic priority.
